NLRC Set to Launch Remote/Offshore Operator Permit (ROP)
The National Lottery Regulatory Commission (NLRC) is pleased to announce the launch of the Remote/Offshore Operator Permit (ROP)
This permit allows offshore gaming operators to conduct their business legally within Nigeria’s regulated environment, ensuring full compliance with local laws and regulations. The Remote/Offshore Operator Permit (ROP) is designed to create a fair and transparent market by bringing remote operators under the NLRC’s regulatory framework, promoting responsible gaming practices, and safeguarding consumer interests.
The NLRC is committed to promptly issuing permits, with no unnecessary delays.
The Remote/Offshore Operator Permit (ROP) allows offshore operators to trade in a regulated environment within a designated territory and covers various forms of online gaming, including sports betting, casino games, poker, bingo, and slots.
However, online lottery-based games are not permitted under this permit.
Key Benefits of the Remote/Offshore Operator Permit (ROP):
- There is no requirement for local incorporation
- Exemption from corporate income tax
- No local operating expenses (e.g., office, staff)
How It Works:
Application Process:
- Operators can find out more information and apply for the permit via the NLRC website by clicking here: Remote Gaming
- Sentinal, the NLRC’s partner system, will handle the collection of all necessary KYC (Know Your Customer) and AML (Anti-Money Laundering) information from operators.
- Integration and onboarding to the Sentinal System is a mandatory requirement to apply for the Remote/ Offshore Operator Permit.
Fees: The permit costs $100,000 annually, amounting to $500,000 for a five-year ROP.
In addition to the Remote/Offshore Operator Permit, the NLRC has also implemented the Sentinal System—an advanced technological solution that enables real-time statutory deductions from statutory payments made by offshore gaming operators in Nigeria.

Sentinal also ensures that all financial transactions are accurately monitored and that the appropriate taxes are promptly deducted and remitted to the government.
